L\u2019Acad\u00e9mie tunisienne des sciences, des lettres et des arts, \u00ab Beit al-Hikma \u00bb, a organis\u00e9, le mercredi 17 mai 2023, en partenariat avec le Centre d\u2019Etudes Maghr\u00e9bines \u00e0 Tunis (CEMAT) et le Columbia Global Centers, une conf\u00e9rence autour du th\u00e8me \u00ab The business of government : the changing purposes of the State in the Arab world \u00bb.
La conf\u00e9rence a \u00e9t\u00e9 donn\u00e9e, en langue anglaise, par la Pre Lisa Anderson, ancienne pr\u00e9sidente de l’Universit\u00e9 am\u00e9ricaine du Caire pendant cinq (2011-2016) apr\u00e8s en avoir \u00e9t\u00e9 doyenne entre 2008 et 2011. Elle a \u00e9galement \u00e9t\u00e9 la doyenne de l’\u00c9cole des affaires internationales et publiques (School of International and Public Affairs) de l’Universit\u00e9 de Columbia entre 1997 et 2007. Politologue, ses recherches portent sur la formation de l’\u00c9tat au Moyen-Orient et en Afrique du Nord, et sur les changements de r\u00e9gimes et la d\u00e9mocratisation des pays en d\u00e9veloppement. Elle travaille \u00e9galement sur les sciences sociales, la recherche universitaire et les politiques publiques dans le monde entier. Parmi ses livres, citons The State and Social Transformation in Tunisia and Libya, 1830-1980 et Pursuing Truth, Exercising Power : Social Science and Public Policy in the Twenty-first Century.
La conf\u00e9renci\u00e8re a rappel\u00e9 au cours de son intervention que l’exercice de l’autorit\u00e9 politique dans le monde arabe moderne a connu trois \u00e8res de contestation alors que les \u00c9tats, les r\u00e9gimes et les entreprises priv\u00e9es ont, tour \u00e0 tour, servi de mesure et de lieu de la politique. Dans les premi\u00e8res d\u00e9cennies apr\u00e8s l’ind\u00e9pendance, le principal sujet de discorde \u00e9tait la d\u00e9finition et le contr\u00f4le des \u00c9tats l\u00e9gu\u00e9s \u00e0 la r\u00e9gion par l’imp\u00e9rialisme. Dans le dernier quart du XXe si\u00e8cle, la question s’est d\u00e9plac\u00e9e vers les r\u00e9gimes, en particulier leur stabilit\u00e9. Au moment de l’invasion am\u00e9ricaine de l’Irak en 2003, l’engagement international dans la stabilit\u00e9 a \u00e9t\u00e9 abandonn\u00e9 au profit d’un changement de r\u00e9gime \u2013 souvent pr\u00e9sent\u00e9 comme une \u00ab promotion de la d\u00e9mocratie \u00bb \u2013 et les soul\u00e8vements du \u00ab Printemps arabe \u00bb, moins d’une d\u00e9cennie plus tard, ont scell\u00e9 le sort de nombreux r\u00e9gimes qui avaient fond\u00e9 leur r\u00e8gne sur la long\u00e9vit\u00e9 et une familiarit\u00e9 qui leur a permis d’appr\u00e9hender l’espace public, lorsqu’il se pr\u00e9sente, depuis une position forte.
Aujourd’hui, l’entreprise commerciale compl\u00e8te et supplante de plus en plus l’\u00c9tat et le r\u00e9gime en tant qu’unit\u00e9 d’autorit\u00e9 politique et norme d’aspiration politique. Ce virage vers le march\u00e9, qui a \u00e9t\u00e9 encourag\u00e9 \u00e0 l’\u00e9chelle internationale et adopt\u00e9 par les gouvernements de par le monde, refl\u00e8te une reformulation des principes de la citoyennet\u00e9 en red\u00e9finissant la relation entre gouvernants et gouvern\u00e9s.<\/p>\n\n\n\n

The exercise of political authority in the modern Arab world has seen three eras of contestation as states, regimes and private enterprises served in turn as the measure and locus of politics. In the first decades after independence, the principal focus of contention was definition and control of the states bequeathed the region by mperialism. In the latter quarter of the twentieth century, the emphasis shifted to regimes, particularly their stability. By the time of the US invasion of Iraq in 2003, international investment in stability was abandoned in favor of regime change\u2014often framed as \u201cdemocracy promotion\u201d\u2014and the uprisings of the Arab spring less than a decade later sealed the fate of many regimes that had based their rule on longevity and familiarity.<\/p>\n\n\n\n

Today the business enterprise supplements and increasingly supplants both state and regime as the unit of political authority and the standard of political aspiration. This turn to the market, which was encouraged internationally and embraced by governments across the
region, reflects a reformulation of the principles of citizenship as it redefines the relationship of rulers and ruled.<\/p>\n","protected":false},"excerpt":{"rendered":"
